Welcome to the Central Ukrainian Regional Training Center site!

If you are visiting our site, it means that you are interested in your city, town or village prosperity, and that you aim to know how to make a better life for its residents, as well as learn how to make your community more attractive and interesting for guests and perspective businessmen. We hope that we, the Central Ukrainian Regional Training Center, will be able to help you to achieve it.

Central Ukrainian Regional Training Center (CURTC) of the U.S.-Ukraine Foundation is a Community Partnership Program for sharing local government experience (CPP).

On our site you will find the curriculum of seminars ("Графік семінарів") and other arrangements of CURTC for the upcoming period and the terms of which you can participate. You can also learn of the variety of our Training Offers ("Навчальна пропозиція") on subjects, for example, such as, "Municipal Economy", "Reformations of Communal Housing Services", "Investment Technologies", "Technologies of Collaboration with Public", "Legal Aspects of local Government Activity", "Effective Mechanisms of Land Use and Properties Resources" and much more.

With help of our links catalogue ("Каталог лінків"), you will be able to visit the Internet pages of Ukrainian as well as foreign cities to take a closer look at the legislation and scientific developments for local government. You will also be able to learn of the useful experiments of the different Ukrainian communities who applied the newest technologies of economic development, the ways to organize work of communal housing services, and how to collaborate with other communities. The "Library" section ("Бібліотека") will allow you to download literature and other interesting materials concerning local government issues. Visiting our Forum ("Наші форуми"), you will be able to post questions for our trainers and consultants ("Тренери") and exchange opinions with the colleagues from other cities, villages and settlements. We also welcome you to our photo gallery ("Фотогалерея") (accessible only for authorized users) which chronicles our activity.

For all of those who are concerned with development of local government, we, the CURTC employees ("Працівники"), hope that this site will become a good opportunity to meet like-minded persons, exchange news, report about achievements and problems of your cities, and share your experience of solving problems which local communities face in everyday life.

SHORT DESCRIPTION OF OUR ORGANIZATION

In 1997, the U.S.-Ukraine Foundation created the Community Partnerships Project (CPP) with funding from the U.S. Agency for International Development. CURTC was created in December, 1998 within the framework of the Ukrainian-American program of Community Partnership Program for distribution of local government experience. CURTC is one of 4 Regional Training Centers (RTC) of an educational network within Community Partnerships Project in Ukraine. The centers are located in Cherkasy, Lviv, Donetsk, and Kherson. All RTCs have common tasks and work accordingly with the cities of the central, western, eastern, and southern regions of Ukraine.

The mission of CURTC is to support local democracy in Ukraine through the change of consciousness of local government representatives, deputy corps, civil institutes, and population.

CURTC ACTIVITIES

• organize and conduct studies on municipal development;
• offer consulting services;
• provide progressive experience of local government;
• assist in establishing regional, interregional and international connections;
• conduct analytical and sociological research;
• procure analytical information for local communities in Ukraine.

CURTC TRAINERS AND FORMS OF STUDIES

Trainers of the Center are Ukrainian, Polish and American experts in the area of local government. Trainers use the educational materials developed by the institute of Santa-Cruise together with Rutgers University (USA) and employees of CPP. Materials are also supplemented by the applied research of The Foundation in Support of Local Democracy (Poland).

The forms of studies are provided through seminars, trainings, round tables, workshops, and conferences. They are held in the office of CURTC Cherkasy. Field seminars are carried out in the cities of the region. The main topics of our trainings are:
• municipal economic development;
• municipal budgeting and finance;
• strategic planning;
• housing and communal services;
• municipal transport;
• citizen participation, etc.

OUR STATISTICS

Since 1998, the CURTC productively worked with cities of 22 Ukrainian oblasts. Seven oblasts of Ukraine are within the sector of CURTC priority (Kyiv, Dnipropetrovs’k, Kirovohrad, Poltava, Sumy, Chernihiv and Cherkasy).

On October 17, 2005, CURTC conducted 366 seminars, in which 9283 representatives of local government and public organizations from 603 settlements of Ukraine took part. You can find more detailed statistical information here.
